Gordon Heath BSc IRRV


Gordon Heath is well known throughout the country as an expert on local taxation topics, especially Business Rates.  He is an independent revenues and benefits consultant, who has run his own business since 1997. Previously, he was in local government for 21 years, including 11 years as a revenues and/or benefits manager. After graduating in Mathematics with Astrophysics, Gordon joined Local Government in 1976.  He worked for several London Boroughs before becoming Chief Rating and Benefits Officer with the London Borough of Redbridge in 1986, moving on to Croydon as Local Taxation Manager in 1988.   In 1997, he set up his own company in order to specialise in revenues and benefits consultancy and training, working both directly for local authorities and private firms as well as through other organisations.  His work has been quite varied but he has taken a special interest in the complexities of NNDR and its associated transitional arrangements in England, Scotland and Wales.  He is a paid adviser to the ODPM on NNDR and transition and was involved in drafting the transitional scheme for 2005.  He is the current chairman of the Metropolitan and Home Counties Association of the IRRV and has presented papers at National Conferences, Seminars, Forums and Association Meetings. He is co – author of publications produced by the IRRV including “Business Rates – Your Guide” and is a regular contributor to the magazines “Insight” and “LTR”.
